Problems getting heat in winter and A/C in summer

I have a 1999 Ford Tauraus. The heater has no heat coming from it. It may provide a little heat at times to defrost the windows very slowly during warm-up. The windows may fog up and have to be wiped to remove condensation or frost with a towel. When the blower is turned on it blows only cold air, turning the temp knob does nothing to change it do not know if if is opening or closing from heat to cold setting. I need some heat in a hurry. Any suggestions?
