Power Steering Issue

(1999 Chevrolet Tahoe)
What would cause the steering to turn further on its own when you turn the wheel at certain times? It feels as if someone grabbed the steering wheel and turned it a bit further either right or left.

I have this same issue but it is only when I am on a on-ramp or off-ramp on the interstate. It got worse when I put new tires on. I am almost positive that it is the groves in the interstate that cause this. Your tire is traveling on it's path and catches those groves that are slightly more or less than what you are steering. This would cause them to catch and follow the groove, making it feel like it turned farther than you turned it on it's own. Again, just a guess.
