On my 2004 Honda CR-V the power won’t build past 3,000 rpm

When driving the car hits 3,000 rpms and will slow down it will not go past 3,000
What seems to make the problem better or worse? Hot or cold doesn’t matter
How long have you had this problem? One day

How long has the check engine light been on? Could be bad gas?
