Rebuilt power steering pump are hit and miss. The quality varies from rebuilder to rebuilder and of all the rebuilt parts we use I would say the highest return rate is on the power steering pumps and racks. Try jacking up the front of the car and turning the steering from side to side, take the return line to the reservoir and put it in a bottle and top up the system with fresh fluid.
