NO Map or Courtosey Lamps & no Cig. Lighter (all 3 dead)

(1999 Cadillac DeVille)
My parents 1999 Deville has had an elelctrical issue for a while and I need to get it fixed. Should be simple, but I checked all fuses (in the front) and I am trying to find out what fuse in trunk will handle the "no power to Map/Courtousey Lighst" & "No Power to Cigarette Lighters" I have 3 CL 1 in front, 2 in the rear.. all dead. Does anyone have any idea what I might be missing. I did check a couple of fuses in the trunk and they were good. They were the RAdio/PHone, Also what is the Passenger Zone Module, and what does it cover???

The fuses for the courtesy lights and cigar lighters are under the hood. They are INT LPS - 10a fuse, CIG LTR 1 - 20a fuse, CIG LTR 2 = 20a fuse. Those fuses should have power with the key on and should retain power for about 20min after the key is turned off. Power is supplied to those three fuses from the 50a INADVERT fuse, also under the hood. The INADVERT fuse also feeds power to the a/c blower motor, if the Blower motor works you know the INADVERT fuse is good. Power from the INADVERT fuse goes through the Inadvertent power relay to the courtesy and lighter fuses. If the courtesy and lighter fused don't have power to them and the a/c blower motor is working then I would suspect a problem with the Inadvertent power relay or the control signal to the relay. If the a/c blower motor is not working I would check the INADVERT fuse, if it is blown I would suspect a faulty blower motor as the cause for the blown fuse.
I hope this helps!
