I've replaced pcm, ignition switch, lock cylinder, relays, power and ground wire, tested starter and battery. Jumped starter at relay and it turned. Checked fuses and mega fuse. Good continuity on all accessible wires. With key off and out 3 warning lights have a low glow. Theft light flashes every 3 seconds when key is off and not on when key is on. Replaced neutral switch and shortening different gears no crank. I was in stop and go traffic engine died. After 10 minutes it restarted and died again. Nothing since.

so it's got the transponder keys(PATS)have they been programmed to the new PCM? new PCM been programmed,before and/or after installation?
Just curious , but from the diagnostic stand-point , are you using a FORD system schematic for test info? I could be wrong , don't deal with ford much other than my wifes Explorer , but 'no-crank' is not an anti-theft issue as far as I know. Since you've replaced damned near everything , I suspect harness damage or loose pin connection between ignition switch and starter solenoid circuit. Basing my 'guess' on you being a 'c' level tech. Testing done with good multi-meter? Tested for signal at starter solenoid when someone turns the key to 'crank'?
Yes I used Ford schematics. As I found new items didn't work I replaced original items. I found a pcm reset procedure online and it worked. Crazy thing finally started. Thanks.
As I tried items and it wasn't the problem I replaced original item. Tried a reset procedure for pcm I found online and it worked so crazy thing finally started. But yes I tried to reprogram pcm and that didn't work may not have done it right. Thanks.
