New key 2k stratus alarm won't turn off pulled horn fuse but lights still flash?

I had a new key made and programmed for my 2k stratus but the key doesn't disengage the alarm so I pulled the fuse for the horn but the headlights and done lights still flash it doesn't turn off when I turn the car off
What seems to make the problem better or worse? It just never ends
How long have you had this problem? A week

Hello, a factory anti-theft system if equipped should deactivate by turning the key cylinder in the driver's door or ignition.

If you have an add on alarm system, you may need to disconnect it fully, or get a remote control that functions for it.
