My temperature gauge never moves off the bottom peg. How do I verify it is bad?

(1999 Honda Accord)
I had the radiator replaced about 1 year ago and the indicator stopped working shortly afterwards. It appears to be 1 wire under the distributor cap, but goes into the wire bundle that is all enclosed. Any suggestions?

Scan test... Engine hot > View live data 'coolant temperature' - Compare to gauge reading > If scanner same > *Sensor* bad... If scanner reading actual engine temperature > *Gauge* bad!!

It looks like the scanner reading of the sensor is correct so either the gauge is bad or it is not getting the input from the computer.
