My rear brakes seem to be locked up. What is causing this problem?

(2000 Saturn SL2)
The car has been mostly sitting for 8 months driven maybe every three weeks. The battery is dead. I jumped it off to drive it and the rear wheels are locked.

Release parking brake.

The parking brake is not on. Any other suggestions?

Remove rear brake drums for *hands-on* inspection..

IF the vehicle was parked with park brake on - parking brake cables may be stuck and will not release.
