My power steering fluid has been running low/out. Now there is fluid on hoses

(1998 Toyota Corolla)
in Norwich, CT on April 07, 2013
I have been adding fluid when I hear whining and the wheel is 'stiff' to turn. Today I had a smell like plastic and oil with some smoking. In looking at the motor, there is fluid on some hoses at the back of motor where it appears the smoking is coming from. Is power steering flamable or could the leak be coming from someplace else.

steering fluid is hydrolic oil basicly so yes. sounds like a blown resevior seal. best to get it fixxed before you burn out the steering pump. repair steering pump would be $500.00 aprox. seal may be $100.00.
