My heat blows only cold air

(1999 Lincoln Navigator)

it was manufactured in August of 1999 I'm not sure if it has a heater control valve but my heat just blows out cold air only

Would need to look at it , but most likely if fluids are full - be one of the electronic actuators for the interior duct's .
