Failed inspection for emissions

(2001 Hyundai Elantra)
in Orange, NJ on March 23, 2010
I just bought a car, and it won't pass inspection because it keeps coming back as failed, emission sensor not ready. I was told to drive high speed on highway. I did this a few times, and it's still not ready. What can be done? Please help me.
