Q: my control arm shifts without the bolts that tie it to the chassis being loose? on 1999 Dodge Dakota

my control arm shifts at the back bolt and bushing area, the bolt is not loose, it shifts moree pronounce when braking. why?

I just fixed this same problem in my dakota. Turns out the UCA bushings were shot and would make a horrible sound and make the front tire shift while braking or going over bumps. Id suggest taking a look at them.
