My check engine light won't come on. how can this be fixed?

i just failed a safety inspection

The bulb in the dash gets power to the bulb/printed circuit on the instrument cluster, the computer in your car then grounds the bulb circuit when the ignition key is turned on, or when the engine is running and it sees a fault! It could be a computer problem, wiring issue, blown bulb or instrument circuit problem, no way of knowing until you start investigating the wiring.
