MY CAR WONT TURN OVER SOMEONE SAID THAT IT COULD BE THE ENGINE NO CONPRESSION

I HAD RAN OUT OF OIL I WAS ON THE HIGHWAY THE CAR WONT GO OVER 50 MPH AND THAN 40 MPH SO I GOT OFF THAN IT STOP AND WONT START I BROUGHT 3 QUARTS OF OIL STILL NOTHING

POSSIBLY THE MOTOR IS LOCKED UP. TRY TURNING IT OVER WITH A WRENCH ON CRANKSHAFT PULLEY
