My car is missing a rear adjustable control arm much to fix?

(2007 Honda Civic)

I was told rear tires cannot be aligned without this. I have no idea how this happened. Could a repair shop actually leave off a part and the car still drive???

i think they mean the car came with non adj control arms and the repl are adj.that would make since

...........check honda dealer regarding a service bulletin on rear UPPER control arms and premature tire wear. The alignment adjuster is on the lower control arm.(for 'toe' adjustment only)
