My car is making a ruh ruh ruh ruh after some front end repair. Wht could it be?

I just had both front axles replaced,along with both upper control arms, bushings, and ball joints included. Also I had both front tires replased with the old rear and new tires put on the rear, along with the alignment. The niose is coming from the front left tire I think. What could that noise be? Also just woundering if I over paid. I paid $1000 total. was that a resonable price?

Have tires rotated front to back if this a new problem!!! Cant tell you about the charges lot of vairbles when working on a car. Sounds about right.

Be more descriptive in conditions of noise. Slow only? turning straight Metallic plastic/rubber sounding? Does steering wobble at low(15-25mph) ?..................nevermind........
