Check the power steering fluid level first, does the whining increase at engine idle when the steering wheel is turned? If so power steering system may have a problem. Could the noise be related to a bad fan belt? Inspect the fan belt for cracks, contamination and correct tension. Is the coolant level low or does the water pump pulley have excess play? If so the water pump may be bad. Lastly check the transmission oil level, a failing transmission or transmission that is low in oil can cause a whine.
