My daughter is keeping the car on the East Coast for college. I need a smog Certification from a Bureau of Auto Repair STAR station. Can she get that in VA?

I have a 2004 Lexus GX470. It runs well with the exception of a self contained radiator leak that occured this past Dece 2012. It cost me $700 for the actual radiator (factory part) and an additional 5 hour labor charge to change out. The work was done at a local Toyota dealership because the Lexus dealer wanted twice the labor charges to change out. Toyota dealership said I should report this to Lexus and try and get my mobey back as it should not have failed at 100,000 miles. Does anyone know how to go about trying to get my money back for this costly repair. The Toyota, former Lexus certified, mechanic says it was a manufacturing defect in the radiators welds and that this could be a common problem with this year of Lexus and model. Help anyone? Thanks.
I noticed that every time I park my car outside the garage at night and drive it on the morning the engine, vsc track, vsc off light is on. It's 43 f outside during the night and I was wondering if this is causing this LIGHTS ON problems. the lights doesn't stay the whole time it's off during the middle of the day when the temperature gets warmer, any advice.
I'm wondering...my LX got very bouncy, was told the height sensor was bad. The "part" cost approx $1000. Turns out...there were 3 parts : Rt front, Lt front and rear sensor...is it possible these ALL went bad at the same time? Or, when one goes bad, do they ALL need to be replaced? Failed before 60K miles...feeling ripped off right now and $1400 lighter...Any comments?
