One time out of forty and it will turn over for start.

Possiblilties: Worn ignition key - Ignition lock cylinder tumbler(s) sticking in the locked position .. *Sometimes* spraying WD-40 or equivalent into the key slot using the little red straw will help.

Ignition lock cylinder replacement is likely necessary.
