Keep blowing # 10 fuse

(1999 Mercury Cougar)
every time i turn the key on it blows the fuse what do the wires coming out of the ignition go to so i can track it down

I see instrument cluster in the wiring diagram being fed off of that circuit. It feeds it in the run position. I'm wondering if it's an issue in that area. With a concern like this, it will take a wiring diagram in your possession, a voltmeter/ohmmeter and patience. Good luck.

what does the fuse control??

ignition, starter, headlight switch. i disconnected starter and light switch and still blows the fuse

ok, either something in the ignition system or wiring. try disconnecting the coil(s). also, the evap solenoids are 12 fed from the switch as well. the injectors are 12 feed too. it is a long process to find the short. it may be easier to let a shop find it for you.
