What controls them?

Is it the Multifunction Switch or a relay and were is that located if it is that?
the switch is over $300

Agree with Tbone, the motor is most likely the problem. Mechanic can test it but will need it to malfunction to do so! Possible switch, usually motor!

Are you talking about the delay function? if so this is controlled by a timer that is built into the wiper motor, do the regular speeds funtion as they should?
