It will not start when the ambient temperature gets below 32 degrees.

when the outside temperature gets below 32 degrees the truck motor will turn over but it will not start.

Suspect coolant temperature sensor readings are inaccurate at lower ambient temps... Recommend scan test - live data view while engine is COLD to check CTS readings - compared to ambient... CTS inputs very influential on fuel delivery! .. Colder ambient temps requires more fuel, it works 'kinda' like the choke did on the older carbureted engine... Fuel pressure test also good idea.
