Is the radio supposed to be able to come on with out the car being started

(1990 Mercedes-Benz 420SEL)
My battery keeps running down due to constant static coming from radio car doesn't need to be started nor does key need to be in the ignition and radio is able to be turned on is this normal? ????

Hello,
Yes, the radio is supposed to function without the vehicle being turned on, however, you should also be able to turn the radio off.
If it will not turn off with the normal power button, you most likely will need to replace the unit.
Are you hearing noise through the speakers even with the radio off, or will the radio not turn off?
