Irratic rpms

(1990 Honda Accord)

my 1985 honda came from washington state,runs fine when it is cool outside when it gets warm outside anything over 70 she starts to rev irratically and wont start until it revs up over 4000 rpms, if i am stopped at a light the temp starts to raise and the car does a bog down thats how i know it wont start if i turn it off and wont start again until it cools off. some one told me it needs to be tuned to the weather i didnt know if that was true. some one told me it is the thing on the carb that wont open and shut when it is suppose to i dont remember the name. please help

This is probably not something you can fix yourself so you need to find a Honda specialist. Fuel systems for Hondas of the era were hard to diagnose and work on so find someone who's familiar with Honda systems.
