Ignition/clutch switch?

(1996 Toyota Corolla)
in High Ridge, MO on January 04, 2010
Newer battery, starter is fine. Can pop-start the car (manual transmission). Won't start with key. Have lights, radio, fan. No clicking from the starter.

How do I figure out whether this is ignition or the clutch safety switch? And can I override the clutch safety switch? I'm the only one who drives the car, not having the safety in place is not really a problem.
