Ignition switch won't turn

The ignition switch won't turn at all. Are they any kind of neutral rely switch that could keep the ignition switch from starting my car?
How long have you had this problem? All at ones

Grasp steering wheel and *forcefully* move it left and right while turning the key at same time.
