If a recalled vehicle is bought secondhand how does that affect the repairs that need to be made?

My mother in law recently purchased a vehicle and I'm seeing some worrisome recalls that should be looked into. She's almost 85 years old and I need to know she will be safe while driving this car

*Recalls* follow the ‘vehicle’ and have no expiration date..

Best method to obtain this information is calling GM dealer with vehicle identification number.
They have all recall data for that particular vehicle.

They can also check for any out-standing *recall* repairs that may still need to be performed.
