I replaced the ICM now I keep blowing fuses everytime I start my vehicle

(1999 Chevrolet Silverado 1500)
The new ICM had an orange wire installed with it as the old one did not

You may have replaced the fuse with the wrong amperage.. side note each fuse is color coded with a number on it ..ensure you have replaced the correct fuse. If unsure your owners manual will inform you or any Chevy dealership should be able to assist you in fixing your issue.
