I have no heat coming out the bottom- car is cold- the temp goes to 90

(2008 Volkswagen Passat)

we replaced cabin filter because you could here it blowing but not much coming out-now lots of cold done there,.

Had an '04 Passat last week; The coolant level was low, then both hoses to heater core were hot. Flow to heater core should have been good. Ended up flushing heater core anyway and dark residue came out, hooked up heater core and topped off anti-freeze, heater worked great.
