It has -95,000 miles and needs brake pads and I am told I must ALWAYS replace the rotors when replacing the pads on this volvo - is that true?

if your brakes have gone metal to metal than yes they need to be replaced also. rotors depending on whether premium or generic will show signs that they need to be replaced. they may warp due to heat, or just wear thin.
best option for replacement would be research drilled and slotted type rotors. they dissipate heat faster than conv. rotors which will extend life of component. possible the car manufacture recomendation, but i would have the brake tech. inspect rotors before decide to change.
