I experience a low or spongy brake pedal about once every two weeks. This usually happens initially when I begin driving and only occurs once during the day that it happens. I have read that air in the hydraulic lines might be the cause. Generally, how much should this repair cost?

if air in the lines is the only cause, it'd take me about an hour to bleed all the brake system. That's about $100 plus the brake fluid in most areas.
