Parts guy is right, check out Alldata, use a good quality fuel gauge, could the return line be restricted? How do you know it is flooding out? Is one or more plug getting wet? Leaking injector if so engine of fuel pressure would drop and not hold long. Could the coolant temp switch for the computer be telling the computer that the engine is dead cold and supplying to much injector "on" time?

You don't check fuel pressure after the pressure regulator. You check it on the feed side. You need to spend $26.95 to get the proper instructions to check fuel pressure. the website is www.alldatadiy.com . Spend the money if you want to fix your vehicle. Flooding could also be leaky fuel injectors or a failed check valve (usually on the fuel pump)
