I am looking at a 1990 with 166,000 miles. Is $2500 too much to pay?

The car needs a power steering pump. I have been looking at Edmunds.com that tells me the private sale value is $1061, NADA is showing $6k + on the LOW end? Kelley Blue Book wont even go below 1994.
Any help on that and how difficult a Power steering pump is to replace would be appreciated.

I would not pay 2500 too much if it needs a lot of work they all do i got one 1990 vanden plas majestic and a 1998 vandenplas if you do not fix the car yourself it would cost you more than you are about to pay. The are easy to work ; and you have to do the rear shock spring convertion any questions just ask; i would offer him 1800 to 2000 thanks
