How to repair air vent operation on heat , ac system?

(1999 Chevrolet S10)

air flow stays in panel in all selector positions and in heat or ac mode. no defrost or floor air, heat and ac are ok

Often times, air flow is controlled by vacuum. There could be a disconnected or leaking vacuum hose under the dash or under the hood. I would physically inspect for this before anything else.
