How to fix/replace harmonic balancer

Although I have seen the crankshaft pulley harmonic balancer give problem I don't think hitting a bump would cause it to fail. Is the "new" vibration engine related or could it be chassis/suspension /tire related?
The pulley removal requires a pulley to draw the crank pulley off the crankshaft. There is a company that independent auto repair shops "buy" their information from that the same information inexpensively to do it yourselfers. The information is year make and model specific repair procedures, service bulletins, component locations, wiring diagrams ect....
