my inspection station says they have to completely replace the emergency brake cable system. The parts cost about $ 100.00 The labor charge would be $ 700.00. Is this a reasonable quote?

Hello, I am not sure where you are located, but here in California where I am, labor rates push nearly $200.00 an hour in some spots, and your concern is most certainly a time estimated charge that is not published anywhere.

The best thing you can do is obtain competitive quotes from multiple repair shops to find the best deal. Note that the best service may not come from the most "cost effective" place.
