How much it costs to change Transmission fluid,3 belts, tuneup and also 4 tires

I am buying a used 2002 Hyundai Elantra form private party. It has around 108k miles on it. It has clean history. I have asked for pre-buyers inspection and noticed that it needs to be changed the transmission fluids and 3 belts and 4 tires for this coming winter(Stays in IL). How much it costs for me to fix this. After paying 2500 for car and still paying to from my pocket is worth enough for this car..? Thanks for your service.

Timing belt and related componets been changed? This is something else to consider!
