How do you remove the front brake rotors?

(2007 Volkswagen Passat)

Caliper is removed, small brake rotor screw(torx tip) remeoved and rotor will not budge

It's very common - rusted to the hub. Try to scrape out as much rust as you can where the disc seats on the hub and use some penetrating fluid. You might need to use a plastic mallet to beat it off. If it comes out this hard I'd resurface or replace it. Clean the hub's surface with a wire brush and use a light coat of anti-seize compound.
