How do you know if power steering pump is gone on this vehicle?

(1999 Chevrolet Tahoe)
i went to pull out of my parking spot on sunday and i couldnt turn the steering wheel, i have power steering fluide in the tank but it wont turn easy, someone said it could be the rack and pin on the vehicle, but evertime i call about it people say it dont have one on that vehicle is that right or is everyone wrong?

The Tahoe doesn't have rack and pinion steering! It has a steering gear box or sector. Your problem is most likely a failing power steering pump.
