Wheels seem to wobble when driving at certain speeds, but the wobble is more pronounced when stopping. Is it a safety issue?

yes. it is a safety issue. bring to a shop for est. is not only a safety issue but WILL spread damage to rest of the steering components as well as the front suspension. warping comes from over heating the disks(overloading the vehicle, constant heavy foot on the brakes, premium pads used with generic disks, failing calipers and worn out wheel bearings). when choosing new disks, may want to consider upgrade to drilled and slotted style as they disipate heat much better than conventional disks. result is they resist warping due to heavy breaking.

it is not a safety issue unless it gets really bad ,brake rotors warp because of the constant heating and cooling or could be rust build up
