How do I get the gear shift to move out of park

(1994 Honda Civic)

As I try to change the gears, the shift will not move from park to reverse unless you put the key in the shift lever releaser.

When you have the key switched on to the run position and press the brake pedal so you hear a click from the area of the gearshift lever. There is a shift lock solenoid that prevents you from taking the shift lever out of Park until the brake pedal is pressed with the key on to the run position. If you don't hear a click each time you press down the pedal check the fuses. I'll check the wiring diagram if it is not obvious.
