How do i chang the serpintine belt

(1999 Oldsmobile Cutlass)

found a long piece of the belt while checking the oil this morning got to replace the belt do i need to release the tension arm or just push it forward

usually there will be a square hole on the tension pulley bracket. the hole is there for a 1/2 inch drive rachet or tork type bar. This will give you plenty of leverage to release tension when removing and installing the belt.
