The Lo/High switch operates an electrical solenoid on transmission. If it fails to shift, the problem is either a faulty switch, a bad solenoid, or something (dirt, debris, etc.) has the mechanism jammed.
First, crawl beneath vehicle and see if anything might be visible to cause jamming. If not, you will need to test switch or solenoid using an electrical test meter to see if they show bad.
