How can you tell if fuel reg is bad.

when i turn the key on my gauge reads out at 46 pounds but car will not start.

if the regulator has a vacuum hose attached to it,check for leaks in the hose,cracks,splits,dry rot.pull the hose off the regulator,if any signs of fuel in vacuum hose,replace the regulator,it's bad.
