How can I check the fuel pump on a 2004 BMW 325i?

I have fought this problem for weeks. I could unplug the socket that connects to it, plug it back on, and be OK a while. Now: nothing. I get 4.9 volts on 1 of the outlet prongs. No sound at all from the pump.

did you check the fuel pump relay change that first

Yes. I changed that several weeks ago. I'm wondering if I can jump from the battery to one of the prongs on the pump without hurting anything. If I can, I don't know which one. I also wonder if that 4.9 volts is normal.
