Hesitation and bucks

(1999 Honda Accord)
5 speed manual it loses power and then lurches forward. I can watch the rpm needle drop and then buck and go back up. Happens quite alot now, was intermintent for a while but no longer
What seems to make the problem better or worse? better when cold
How long have you had this problem? months was very infrequent at start now everyday but not all the time.

When does it do this? Is this from a stop, on the highway, while accelerating normally or requesting lots of power?
Great description, just let me know how you can make the hesitation then surge happen?

Usually in 1st or 2nd gear. Once I'm on the highway it doesn't happen. I would put it in neutral and reve the engine. Sometimes that helps . Happens more when engine is cold

Ok,
I think your EGR valve is sticking open. Do you have any problems at idle? As in rough idling or the engine stall (shuts off) when sitting with the brakes on?

Yes sometimes I think it is going to stall. It hasen't yet but RPM needle drops and then gets back to normal

I'm leaning towards inspecting/cleaning the EGR valve. However, you may just have a low fuel supply issue. The fuel filter may be clogged or you could have another restriction. Auto parts stores may have a fuel pressure measurement tool available for loan.
