Heater takes a while to get hot

(1999 Honda Accord)
When I put my heat on my 1999 Honda Accord, it seems to take a while for it to get hot. Does it need a new filter?

It may need a new engine thermostat. Worth having inspected. A thermostat that runs too cold will also cause fuel economy issues.
