Headlights not working, but have fog lights

(1992 Saab 9000)

I have fog lights, but no head lights. when i turn on headlights you can hear the clicking from the relay (under hood) but no lights. When we tested it with a meter the fog light mored the needle, lights did not move the meter. We bypassed the headlight switch by running a wire from relay to headlight fuses. any suggestions on what the isse is?

Make sure the headlight relays are working properly, maybe swap some relays around if there's any doubt. If the relay's good, trace power and ground from the headlights on back to the ground points and the power source. Check out connectors, etc. for corrosion or loose contacts. .
