This happened to me before, this is how I solved it. I jacked the car up in the rear on both sides. Disconnected the armature that controls the air pump to the shocks and allow it to run and build pressure in the shocks. Once they are inflated let the car down and disconnect the air hoses that go to the shocks. they will then deflate and then be reinstalled by the pump once the arm has been reconnected. In a nut shell these struts must be fully inflated before they will collapse and release the air inside. Hope this helps.
